The cgi-lib.berkeley.edu Home Page contains scripts that greatly facilitate the creation of guestbooks, counters, and more. The authors of the scripts have also written a very short book that has just enough detail (but not too much) to quickly get you writing PERL.

Yale C/AIM WWW Style Manual is an excellent guide to web design. Explanations are concise and aided by clear illustrations. Topics include navigation, typography, design grids, menus, tables, cross platform issues, and more.
